The Joe Hovercraft, known as the W.H.A.L.E. (Warrior: Hovering Assault Launching Envoy), is a large, impressive toy that floats and has a ton of play features.
It came with a Hovercraft Pilot figure, code name Cutter. (His “real” name is Skip A. Stone according to the file card – haha) In addition to being on the Joe team, Cutter is also affiliated with the Coast Guard.
As seen in the 1984 JOE catalog:

Cutter’s first comic book appearance was in G.I. JOE #25 in April 1984. (The cover says July, but back then the cover date was three months ahead of the actual release.)

The W.H.A.L.E. Hovercraft was first seen in the comics in JOE #28 in July ’84.


Cutter and the W.H.A.L.E. first appeared in the Sunbow cartoon in part three of “THE REVENGE OF COBRA” that first aired on September 12, 1984.
